Project Search & Occupational Course of Study stud

Hi! In my district, PS is run the local school system. Students who are in the Occupational Course of Study program must earn course credits as well as earn a certain number of work hours in order to graduate with a diploma. If they have both credits and work hours, they have to graduate and are considered ineligible for PS. They are not allowed to attend for an extra year/age out. If they still need to earn work hours, then they can apply to PS. That being said, the school system in the next county over does not follow this practice. They allow OCS students to come to their PS program even if they have earned all of their work hours. Has any other PS programs dealt with this issue? I cannot seem to wrap my head around the fact that a state law could override IDEA. Does Project Search have any information or insight they could offer?
